•
Staff Memo
To: Economic Development Commission Members
From: Cathy Bennett, Economic Development Coordinator
Date: July 18, 1996
Subject: Consideration of Proposed Automatic Fire Suppression
(5.C) Ordinance No. 586 as it relates to the impact to Mounds
View Businesses.
The City Council is currently considering the adoption of Ordinance No. 586 relating
automatic fire suppression.
In June of 1983, the Council amended Section 60 of the City Building Code to included
• the adoption of the Uniform Building Code, Chapter 38 Appendix E relating to automatic
fire suppression systems. Within Appendix E there is an option to adopt a threshold of
2,000 or 5,000 square footage for storage/factory/mercantile facilities. This was not
addressed in the 1983 amendment therefore the City Council must adopt a new
ordinance to address the option.
The Mounds View Fire Department is recommending the minimum 2,000 square footage
threshold be adopted. Fire Chief Nyle Zikmund will be in attendance at the EDC meeting
to give a brief presentation and answer questions. In addition, he has prepared
background information for your review prior to the meeting.
One of the EDA Action Steps that came out of the business retention surveys was to
"Contact business representatives and solicit their input prior to adoption of public policy
which may have an effect on their business." Joyce Pruitt, Acting Community
Development Director mailed a letter to all businesses representatives regarding this issue
but some businesses owners may not have been clear on how the Ordinance change
impacts them; especially as it relates to remodeling a current unsprinkled facility.
The Ordinance, up for final adoption at the July 22nd Council Meeting, was tabled and
referred to the EDC for further evaluation and recommendation as to its impact on the
business community. If you have any questions prior to the meeting please feel free to
call!
411 ATTACHMENT: BACKGROUND INFORMATION PROVIDED BY FIRE CHIEF NYLE ZIKMUND
