Bus.) <br /> At theI <br /> Ju y 8, 1996 work session, the Council (EDA) requested that the EDC review a <br /> request for TIF by the Everest Group, developers of the Mounds View Business Park. <br /> In an effort to prepare for this discussion I have asked experts in TIF to come and give a <br /> summary on the legal requirements and market demands for TIF. <br /> • Mr. Steven Bubul, tax increment attorney and Bob Long, City attorney from Kennedy & <br /> Gravin have agreed to come and give an overview of the legal requirements under the <br /> Minnesota State Tax Increment Financing Law. <br /> Mr. Jim Casserly from Casserly Molzahn & Associates will also address TIF from a market <br /> perspective in the Metro. Mr. Casserly is a consultant in the use of TIF and has worked for <br /> several cities as well as for several developers <br />
