. r . <br /> ECONOMIC DEVELOPMENT COMMISSION <br /> 0 1998 WORK PLAN <br /> Mission Statement: <br /> The Economic Development Commission shall serve as an advisory body to the Economic <br /> Development Authority to promote a positive economic climate and revitalize the <br /> community by developing programs to retain and expand existing businesses, attract <br /> desirable new businesses, and redevelop target areas in the City. <br /> Action Steps: <br /> • Review and make recommendations to the EDA on programs and opportunities to <br /> enhance business development and retention. <br /> • Advocate for an approved Redevelopment Plan for the Highway 10 Corridor and <br /> provide comment to the Planning Commission in their analysis of the revision of the <br /> Mounds View Comprehensive Plan as it relates to the Highway 10 Corridor. Revise <br /> Mounds View's Economic Development Plan from 1986 and incorporate the plan as <br /> part of the Updated Comprehensive Plan. <br /> • Evaluate the effectiveness of the Business Improvement Partnership Loan Program and <br /> make recommendations for revisions to the Program to meet the needs of the <br /> 0 business community. <br /> • Review and make recommendations to the EDA on applications for the Mounds View <br /> Business Improvement Partnership Program. <br /> • Evaluate staff research on innovative programs of other metro area cities as it relates <br /> to development, redevelopment and housing rehabilitation. <br /> • Actively participate in the development of a design theme for Mounds View and work <br /> cooperatively with the Planning Commission in implementing design standards as a <br /> result of the design theme process for new development and redevelopment in the <br /> City. <br /> • Annually monitor and provide input on the Mounds View Housing Replacement <br /> Program and other housing initiatives. Evaluate the effectiveness of housing program <br /> as a tool in providing the community with affordable and life cycle housing and <br /> generating positive long term economic growth. Ensure that any housing program <br /> using TIF meets the requirements under the Mounds View's Tax Increment Plan. <br /> • Advocate continued staff involvement in the New Brighton/Mounds View Area <br /> Chamber of Commerce to provide a framework for the evaluation of business concern <br /> 0 and to help support a positive business climate. Encourage the participation of the <br /> business community in Chamber activities. <br />
