The simplest approach to this could be to say that an employee selecting the HSA option
could get the same city contribution to the HSA that they would have gotten if they selected
the Health Partners HMO.

This would be $355.63 for single coverage and $682.30 for family coverage. Employees
selecting single coverage would still be able to use the remainder between $355.63 and
$682.30 to purchase single or family dental insurance, basic life insurance, and
supplemental life insurance.

It may be possible to arrive at some other contribution levels, but they would need to be
negotiated into the labor contracts. The $682.30 contribution is already in the contracts
and all that is needed is to extend it to the HSA option. The negotiation time delay would
probably preclude any use of the HSA option in the year 2005.

City of Mounds View
1/1/05 Renewal Rates
Managed Care Plan

Current Rates Renewal Rates
Preferred One $10/100% HMO
Single $299.17 $364.99
Family $812.32 $991.03

HealthPartners $10/100% HMO
Single $291.50 $355.63
Family $791.47 $965.59

OPTIONS

$1200 HSA Qualified
Single N/A $256.48
Family N/A $696.38

$2500 HSA Qualified
Single N/A $177.17
Family N/A $481.06

Maximum City Contribution $613.30 $682.30

Recommendation:
It is recommended that the City Council approve the attached Resolution 6397 that
establishes the same City contribution to employee benefits for employees who elect the
HSA plan as for those employees who elect the HMO plan.

___________________________
Charles Hansen, Finance Director
