4
COUNTY ROAD H SIDEWALK PROJECT
This project is essentially complete. There is a punch list of minor items that need to be
addressed. Staff anticipates that these punch list items will be completed in the next week or two
and that SEH will be submitting a letter recommending acceptance and final approval by the end
on this month.

As a note, there was a recent water main break along County Road H, which resulted in the loss
of a small portion of this sidewalk. This will be repaired and replaced, as weather permits, next
spring.

CITY HALL REHABILITATION PROJECT
This project was discussed at the April 5, 2004 City Council Work Session. At the work session
Staff brought the City Council around the portion of the building that houses the Police
Department. There was not enough time to go through the entire building. On May 17, 2004 a
complete walk through review of City Hall was conducted with the City Council.

This project is currently in the Design and Development stage. On October 11, 2004, the City
Council approved Resolution No. 6370 approving and authorizing the execution of a Letter
Agreement with SEH for the Development of Plans and Specifications for the City Hall
Rehabilitation Project. Staff has been meeting weekly with the project architect and design team
to go over the construction plan, room by room. These meetings will help in defining a more
accurate and probable construction cost for the critical improvement components of the
renovation. The Police Department will be undergoing a complete renovation so considerable
time will be spent addressing their space needs.

Staff is also looking into ways to stage this project in a way that will avoid relocating employees
off site. The Police Department will need to relocate due to the total renovation in that part of the
building. The overall schedule would be to complete bidding documents by the spring of 2005,
with construction starting late spring to late summer with completion in approximately 7 months.

Because this project involves mostly interior remodeling, a late season start may be more
advantageous for receiving favorable bids. The project architect anticipates that there may be
more contractor interest with a late season start.

There has been a lot of employee interest in this renovation project to make City Hall a more
efficient and enjoyable work environment.

TRUNK HIGHWAY 10 NOISE WALL / BERM PROJECT
On June 7, 2004, Ulteig Engineers presented a draft report which had draft designs and cost
estimates for Phase One of the Trunk Highway 10 Noise Wall / Berm Project. Phase One starts in
Ardan Park where the existing wall terminates and runs easterly past the LaPort Neighborhood to
Jackson Drive. Phase one is then broken down into three segments: Segment "A", the area
adjacent to Ardan Park, Segment "B", the wetland area east of Ardan Park and west of the LaPort
Neighborhood, and finally Segment "C", the LaPort Neighborhood.

For segment "A", the report called for extending the existing wall approximately 432 feet to the
east and then tying it into a berm - at an estimated cost of $213,758.05.
For segment "B", the report called for a berm - at an estimated cost of $89,177.00.
For segment "C", the report called for a 15-foot high wall - at an estimated cost of $347,690.20.

These were “construction costs” only and did not include engineering, administration, staff, and
landscaping costs.
