Item No. 9E <br />Meeting Date: December 13, 2004 <br />Type of Business: CA <br />WK: Work Session; PH: Public Hearing; <br />CA: Consent Agenda; CB: Council Business <br />City Administrator Review _______ <br /> City of Mounds View Staff Report <br /> <br />To: Honorable Mayor and City Council <br />From: Greg Lee, Director of Public Works <br /> <br />Item Title/Subject: Resolution 6409 Awarding a Contract for the Tree <br />Inventory Program <br />Background: <br />The City of Mounds View has been offered a Tree Inventory Grant contract with <br />the State of Minnesota. <br /> <br />On October 13, 2003 the City Council approve resolution No. 6115 authorizing <br />the execution of the State of Minnesota Agreement for a Tree Inventory / <br />Database Grant. This tree inventory program includes data collection on trees <br />located on City-owned property, mainly roadway rights-of-way and parks. The <br />data that will be collected includes: location using a sub-meter Global Positioning <br />System (GPS), identifying the genus and species of each tree, providing a <br />diameter and condition, identifying general pruning or removal needs, and <br />providing the City with a geographical information system (GIS) compatible <br />shapefile and database of all collected information. This tree inventory of public <br />land will provide a solid basis for future management and financial decisions. <br /> <br />The Grant Contract with the State is in the amount of $5,000. The City is required <br />to provide matching funds. These funds have been included in the 2005 Forestry <br />Fund of the General Budget. The grant requires that a maximum of $2,500 of the <br />grant monies could have been spent in 2004, with unspent monies in 2004 being <br />carried over to 2005. Since there would have been an additional cost for the <br />data collection company to mobilize a second time, Staff programmed all of the <br />work to occur in 2005. <br /> <br />Discussion: <br />The City of New Brighton developed a tree inventory program and database a <br />few years ago. This work was performed by the Kunde Companym, Incorporated <br />with great success. Since the main person utilizing this data is the City Forester <br />and since this is a shared position with the City of New Brighton, Staff, as well as <br />the City Forester, felt that there are many advantages to contracting with the <br />same company that supplied the City of New Brighton with their tree inventory <br />data.
