This was reviewed by City Council on the November 1, 2004, Work Session and the November 22, 2004 City Council Meeting. Staff was directed by City Council on November 22, 2004, to get additional information on what other cities charge for Automobile Sale Business license and the cost of processing a Candidate for Public Office. Automobile Sale Licenses The only area that responded to the City’s request in what other cities charge for automobile lots was the City of Maplewood. The City of Maplewood has two business licenses relating to Automobiles: Motor Vehicle Repair License ($141.00/yr) and Used Car Lot Business License ($292.00/yr). Most new automobile lots in Maplewood also sell used cars and also have facilities that do vehicle repair. The City of Mounds View charges $150/yr whether the dealership sells new or used cars. The City of Mounds View currently does not have a Motor Vehicle Repair Business License. Staff has made a phone call to Roseville to research what they charge. City of Roseville has not responded and staff will let the City Council know as soon as they respond. Candidacy Filing Staff was directed by the City Council on November 22, 2004, to assess the cost of processing an affidavit of candidacy for residents who want to run for City Offices. Staff used the same formula that is used to Data Practices requests and added a Notary Fee (hourly rate x time x 40% + 1.00 Notary). All Affidavits of Candidacy forms must have a notarized signature. The process of filing a candidate includes: • Assisting the Candidate in filling out the Affidavit. • Collecting the Money. • Issuing a Receipt to the Candidate. • Notarizing the Affidavit. • Faxing the Affidavit to Ramsey County Staff came up with the following: Desaree Crane’s Hourly Rate Time 40% (employee benefits, etc) Notary Fee Total 21.97/hr 15 minutes 40% ($2.19) $1.00 $8.86 Recommendation: Have the Public Hearing and adopt Resolution 6401, adopting the 2005 Mounds View Fee Schedule.
