<br />Item No: 04 <br />Meeting Date: 1/05/04 <br /> Type of Business: WS <br />City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: Kurt Ulrich, City Administrator <br />Item Title/Subject: Employee Contribution From Sick Leave For Health Facility <br />Membership <br /> <br />Section 3.20 of the City Personnel Manual states the following: <br /> <br />D. HEALTH CLUB MEMBERSHIP <br />Employees are reimbursed for a health club membership in exchange for <br />accrued Sick Leave. An hour of Sick Leave is valued at the employee’s current <br />rate of pay. Employees can participate if a minimum balance of 80 hours sick <br />leave is maintained. The maximum monthly contribution amount is $40 per <br />month. Balance and contribution amounts are pro-rated for part-time employees. <br /> <br />Presumably, health and wellness programs such as this one produce benefits to the <br />City, in that employees (in theory) become more physically fit and mentally alert with <br />decreases in lost time due to illness. At the time the $40 monthly reimbursement <br />amount was enacted, it more than covered a single membership. Rates have <br />increased substantially over the years, yet the monthly reimbursement has not changed <br />since the program's inception nearly a decade ago. <br /> <br />Staff called three health clubs and requested monthly rates for a single membership. <br />They are as follows: <br /> <br />• YMCA $49 <br />• Lifetime $48 <br />• Northwest $68 <br /> <br />The average rate for the three clubs is $55. <br /> <br />Staff’s recommendation is to increase the maximum monthly reimbursement to $55, <br />which would be sufficient to cover two of the rates for a single membership and partial <br />for the third. <br /> <br />For those who belong to the Y or Lifetime on a "single" membership, their <br />reimbursement would be limited to their monthly rate, which is currently $49 and $48 <br />respectively. Thus, while $55 would be the maximum, the true budgetary impact would <br />be less (unless of course EVERYONE has a family membership or belongs to <br />Northwest.).
