Item No: 09 <br />Meeting Date: Feb 2, 2004 <br />Type of Business: Worksession <br />Administrator Review : _______ <br />City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: James Ericson, Community Development Director <br />Item Title/Subject: Consider Possible Amendment to the City’s Wetland <br />Zoning District Map <br /> <br />Introduction: <br /> <br />Staff has long been aware of some discrepancies on the City’s adopted wetland zoning maps <br />in that the actual wetland and corresponding buffer designations are inaccurate. <br /> <br />Discussion: <br /> <br />One such area is the Spring Creek basin south of Woodale Drive, east of Pleasant View <br />Drive, north of County Road H and west of Knollwood Drive. The buffer for this area on the <br />west side extends to Pleasant View Drive and includes all of the homes on this block. The <br />wetland designation (which is not a true delineation but an estimate based on elevations <br />performed in the 1980s) has been challenged by some of the residents on this block and Rice <br />Creek Watershed District inspectors agree that the designation is excessive. <br /> <br /> <br /> <br />Because the buffer <br />extends beyond where <br />the homes are located, <br />(see Exhibit A) all <br />proposed additions and <br />grading have to be <br />reviewed and approved <br />either by staff or by the <br />City Council. This can <br />cause unnecessary <br />delays for residents who <br />wish to make <br />improvements to their <br />home or property. <br /> <br />
