Item No: 6 <br />Meeting Date: April 5, 2004 <br />Type of Business: Worksession <br />Administrator Review: _______ <br />City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: Desaree Crane, Administrative Assistant to Administration <br />Item Title/Subject: Process for Council Commission Appointments <br /> <br /> <br />Staff was directed by Council to review the process for Commission Appointments. <br />Below are each Commission and the process of appointing these members in <br />accordance to the City Code: <br /> <br />Planning and Zoning Commission <br /> <br />According to Title 400, §401.02 of the City Code, the Planning and Zoning <br />Commission shall consist of seven (7) members from the resident population of <br />Mounds View, other than personnel elected to a public body, to be appointed by <br />the Mayor with approval of the City Council, from applications submitted. <br />The appointees shall have three (3) year staggered terms; at least two (2) of these <br />terms, but not more than three (3) terms, shall expire each year on December 31. <br />Based up on the recommendation of the Planning and Zoning Commission, <br />the Mayor, with the approval of the City Council, shall appoint a chairperson. <br />(Ord. 626, 2-8-99, Ord. 678, 2-12-01; Ord. 706, 10-28-02). <br /> <br />Police Civil Service Commission <br /> <br />According to Title 400, § 404.01 and 404.02 of the City Code, the Police Civil <br />Service Commission shall consist of three (3) members, who shall be appointed <br />by the Mayor with the approval of a majority of the Council. <br /> <br />When first appointed, one (1) Commissioner shall be appointed for one (1) year, <br />who shall be president of the Commission, one (1) for two (2) years and one (1) for <br />three (3) years. Each Commissioner shall hold their office until a successor is duly <br />appointed and qualified. There shall thereafter be one (1) member of the <br />Commission appointed each year for a term of three (3) years, and each shall, <br />during the last year of their term, be president of the Commission. <br /> <br />Parks and Recreation Commission <br /> <br />According to Titie400, §405.02 of the City Code, the Parks and Recreation <br />Commission shall consist of seven (7) members appointed by the Mayor with <br />approval of the majority of the Council.
