If we change to Sprint, it may all work out with the City receiving lower rates for the
future and also getting the proper credits from MCI for the outstanding balance on
the Qwest bill.

However, it could also turn out that the switch to Sprint could cause MCI to halt all
pretense of working towards a resolution. Qwest may then follow through with
their threats to cut off service for non-payment of the outstanding balance on our
account. At that point, the city would probably have to pay the disputed charges
since a city can’t operate without local phone service.

If we stay with MCI, it may work out with MCI finally resolving the ongoing
problems and giving the proper credits for the outstanding balance on the Qwest
bill. The City’s volume of long distance calls is so low that we won’t pay that much
more on future service to stay with MCI. When properly billed, these have been
between $50 and $100 per month.

However, it could also turn out that MCI won’t resolve any of the problems and we
would just find out a few months down the road that we have that many more
months of service on the Qwest bill at rates of $5.00 per minute. Qwest may at
some point follow through with their threats to cut off service for non-payment of
the outstanding balance on our account.

Attached is a resolution that authorizes the Interim City Administrator to sign a
contract for long distance telephone service with Sprint. If the City Council is
comfortable with the risks, it should pass the resolution. If not, it should table the
resolution and we will stay with MCI.

Respectfully Submitted,

Charles Hansen
