Mounds View City Council January 27, 2003 <br />Regular Meeting Page 10 <br /> <br /> 1 <br />Council Member Marty indicated he wanted to make sure there were enough funds in the TIF 2 <br />pool to be used for trailways. 3 <br /> 4 <br />Council Member Stigney asked if the internal borrowing was from the TIF pool. 5 <br /> 6 <br />Finance Director Hansen indicated the borrowing that has been underway for several years is a 7 <br />loan to TIF District 1 from the Community Fund. 8 <br /> 9 <br />Council Member Stigney suggested a change to the resolution to include language to indicate that 10 <br />the funding sources are tentative. 11 <br /> 12 <br />The Motioner and seconder accepted the friendly amendment. 13 <br /> 14 <br /> Ayes – 5 Nays – 0 Motion carried. 15 <br /> 16 <br />E. Consideration of Ordinance 709, an Emergency Interim Ordinance 17 <br />Regulating the Presence and Citing of Pawn Shops and Related 18 <br />Establishments Within the City of Mounds View 19 <br /> 20 <br />Interim City Administrator Ericson indicated this Ordinance is in response to the realization that 21 <br />the City’s Code is deficient concerning pawnshops. He then indicated the emergency ordinance 22 <br />is allowed and consistent with state statutes and the City’s charter and would put a moratorium in 23 <br />place and provide the City with time to review and draft regulation governing pawnshops. 24 <br /> 25 <br />Council Member Marty indicated the state statutes say that an emergency ordinance is to fulfill 26 <br />the City’s obligation to adequately protect public health, safety and welfare. He then asked how 27 <br />this ordinance relates to public heath, safety and welfare. 28 <br /> 29 <br />City Attorney Riggs indicated that the City can protect the planning process and that protects the 30 <br />health, safety and welfare of residents. He then said that the City has the right to do this and that 31 <br />right comes out of the state statutes. 32 <br /> 33 <br />MOTION/SECOND: Stigney/Gunn. To Waive the Reading, and Approve Ordinance 709, an 34 <br />Emergency Interim Ordinance Regulating the Presence and Citing of Pawnshops and Related 35 <br />Establishments Within the City of Mounds View. 36 <br /> 37 <br />ROLL CALL: Gunn/Stigney/Quick/Marty/Linke 38 <br /> 39 <br /> Ayes – 5 Nays – 0 Motion carried. 40 <br /> 41 <br />F.
