Mounds View City Council February 10, 2003 Regular Meeting Page 20 Council Member Quick indicated that the City is putting money into the Festival and he thinks it 1 is time to revisit where the money from this tournament goes because he does not think the City 2 can afford or will be able to put any monies into the Festival this year. 3 4 Mayor Linke indicated that there is $4,000 in the budget for the Festival. He then said that the 5 Festival organization is separate from the City. 6 7 Council Member Quick indicated he is not sure whether the City will have $4,000 to contribute 8 to the festival and it may be time to discuss where the profits of the golf tournament go. 9 10 Mayor Linke indicated the profits from the golf tournament are not the City’s to determine what 11 to do with. 12 13 Council Member Quick indicated the City puts $4,000 into that operation and it is a City run 14 Festival but the City may not have $4,000 to put into it this year and he fails to see the logic that 15 it is not part of the City. 16 17 Mayor Linke indicated the question is whether the normal Saturday fee of $16.00 can be reduced 18 to $15.00 for the tournament. 19 20 Council Member Quick said he feels this should be discussed at a work session. 21 22 Council Member Stigney indicated that the other issues could be resolved at a later date but the 23 Festival Committee is asking if there will be a Festival and if they should get started with 24 planning. 25 26 Mayor Linke indicated it is not up to this Council whether there is a Festival or a golf tournament 27 that is up to the Festival Committee. He then said the Festival Committee has asked whether the 28 golf tournament will be in Mounds View or in New Brighton. He then said that he does not think 29 this is a City Council function. 30 31 Council Member Stigney indicated that Council establishes fees out at the golf course and 32 Council ultimately approves the tournament. 33 34 Golf Course Manager Burg asked whether Council is asking if she would adjust the rate for 35 another group. She then indicated the fee structure is set by Council but, if she receives a request 36 for a reduced fee, she would consider the group and determine whether to bring the request to 37 Council or deny it. She further indicated that she would consider a reduced fee for civic 38 organizations. 39 40 Golf Course Manager Burg recommended proceeding with the planning and finalizing the 41 pricing details at a later time. 42 43 Council Member Quick asked what control the City has over the Festival Committee. 44 45
