Mounds View City Council February 10, 2003 <br />Regular Meeting Page 23 <br /> <br /> 1 <br />Council Member Stigney indicated the matter should be discussed at a work session. 2 <br /> 3 <br />Interim City Administrator Ericson indicated that he had discussed maintenance of the plant material at 4 <br />the billboard near Walgreen’s with Clear Channel and it is not their intent to provide periodic 5 <br />maintenance. However, the City Forester was under the impression he would be maintaining that area 6 <br />and the plantings were to be of a type that required little, if any, maintenance. 7 <br /> 8 <br />Interim City Administrator Ericson indicated that Springsted is conducting a mini-symposium discussing 9 <br />budgets and future planning on Wednesday, February 19, 2003 from 1:00 p.m. to 5:00 p.m. at the Four 10 <br />Points Sheraton and asked interested Council Members to let him know if they wished to attend. 11 <br /> 12 <br />Interim City Administrator Ericson indicated he had received two publications from the State Auditor in 13 <br />addition to the LGA report and will put them in the Council office for review. 14 <br /> 15 <br />Interim City Administrator Ericson indicated that Staff had Best Lock Company conduct an analysis of 16 <br />the locking systems and keying system and Best determined that it would cost approximately $1,600 to 17 <br />replace all of the cores and provide keys to employees so that there are not so many keys required. He 18 <br />then said that there is an issue right now because public works does not have access to City Hall after 19 <br />hours. He also commented that changing the keying system would make it consistent and something 20 <br />that public works could maintain. 21 <br /> 22 <br />Mayor Linke indicated that past Council purchased the system with the idea of a hierarchy of keys with 23 <br />one key in the police department being a grand master that would open everyt hing rather than multiple 24 <br />keys. He then said that $1,600 seemed reasonable to get the system back. 25 <br /> 26 <br />Interim City Administrator Ericson indicated the system is patented and Best needs to do the changes. 27 <br /> 28 <br />Council Member Quick asked how a certain individual that is no longer employed with the City 29 <br />obtained a grand master key to a patented system. 30 <br /> 31 <br />Interim City Administrator Ericson indicated he could not answer that question. 32 <br /> 33 <br />Council Member Marty indicated he would like to investigate the costs associated with having a reader 34 <br />card that would show who was at City Hall and when. 35 <br /> 36 <br />Interim City Administrator Ericson indicated that Public Works Director Lee would be looking into that 37 <br />as part of the rehabilitation study for City Hall. 38 <br /> 39 <br />Mayor Linke indicated the sys tems are expensive and maintenance is an issue. 40 <br /> 41 <br />Council Member Quick said he thought it would make more sense than having keys. 42
