He worked as a seasonal employee in the Public Works Department until July 7, 2000 – a total of 1363 hours. On July 13, 2000, John Hughes was hired as a regular full-time employee as the Custodial Maintenance Employee for the Community Center in the Parks Division of the Public Works Department. Discussion Mr. Hughes is a member of the Public Works Collective Bargaining Unit. As such, Mr. Hughes is subject to the job classification system, as established in the Labor Agreement with the City of Mounds View. Mr. Hughes is currently employed at the Step 2 pay scale, which is $14.06 per hour. However, based on the criteria set forth by the Labor Agreement with the Public Works Collective Bargaining Unit and with time credited as a seasonal employee in Public Works, Mr. Hughes is qualified to be at the Step 3 pay scale, which is $14.77 per hour. It should be noted that these rates are based on agreed amounts for 2002. The Public Works Collective Bargaining Unit is currently working with the City to update the Labor Agreement for 2003 and 2004. The Parks Foreman has met with Mr. Hughes and conducted a formal performance review. Mr. Hughes meets or exceeds all of the job performance requirements for his position. The Public Works Director and Parks Foreman recommend that Mr. Hughes be approved for the step increase from Step 2 to Step 3 as the Custodial Maintenance Employee for the Community Center in the Parks Division of the Public Works Department.
