<br /> <br />Item No: 09F <br />Meeting Date: April 14, 2003 <br />Type of Business: Council Business <br />City of Mounds View Staff Report <br /> <br />To: Honorable Mayor and City Council <br />From: James Ericson, Acting City Administrator <br />Item Title/Subject: Reconsideration of a Request to Install No Parking <br />Signage along the East Side of Greenfield Avenue 350 <br />Feet South from the Intersection of County Road I and <br />Greenfield Avenue <br />Introduction: <br /> <br />This item was originally heard by the City Council on March 24, 2003, at which time a public <br />hearing was conducted to gain information and comment regarding the proposal. After the <br />Council took testimony, it decided to table action to give the Commission an opportunity to <br />reconsider allowing parking directly across the street from the commercial building and then <br />looking at any other possible reconfiguration of the parking lot. The Council’s March 24th <br />report and resolution are attached for your reconsideration <br /> <br />Discussion: <br /> <br />The Planning Commission reconsidered this item at their meeting on April 2, 2003, and while <br />the Commission was not necessarily opposed to the idea of allowing parking directly across <br />the street from the commercial building, it saw no reason to soften its position regarding its <br />recommendation. <br /> <br />Attached is a diagram of how many cars could reasonably be parked on Greenfield Avenue <br />across the street from the Farrell building. It appears as though, allowing for the 30-feet <br />parking setback from the stop sign, three to four cars could park across from the business. <br />In addition, two additional stalls could be added to the lot although that would require a <br />variance. Because there’s no guarantee that the property owner w ould actually apply for the <br />variance to allow for the reduced parking setback and no guarantee the request would even <br />be approved, the Planning Commission are reaffirming their position regarding the No <br />Parking request. <br /> <br />Recommendation: <br /> <br />Attached for the Council’s Consideration is Resolution 5975, a Resolution authorizing <br />installation of signage prohibiting parking along a section of Greenfield Avenue south of <br />County Road I between 8 am and 6 pm Monday through Saturday as indicated on Exhibit 1. <br /> <br /> <br />_____________________________________ <br />James Ericson <br />Interim City Clerk/Administrator <br />
