Mounds View City Council February 24, 2003 <br />Regular Meeting Page 10 <br /> <br /> 1 <br />Council Member Stigney commented that the City now has 500 feet of coax and predicted that 2 <br />Staff will come to Council for a new wireless system to connect to it. 3 <br /> 4 <br /> Council Member Marty said that it baffles him that the company could come and do the work 5 <br />without a contract. He then indicated that Council had asked for schematics as to what was built 6 <br />over there and has not received it. 7 <br /> 8 <br />Council Member Marty suggested that Staff contact the vendor and explain that this was done 9 <br />without approval and ask for a reduction in the cost. He then said that it seems the City has no 10 <br />choice but to pay for the equipment because it cannot be used until it is paid for and it is costing 11 <br />the City money. 12 <br /> 13 <br />Council Member Gunn indicated she would like to add that payment be made only after the 14 <br />acceptance of the work. 15 <br /> 16 <br />MOTION/SECOND: Linke/Gunn. To Waive the Reading and Approve Resolution 5927, a 17 <br />Resolution Authorizing Purchase of Audio Equipment for the Community Center. 18 <br /> 19 <br />Council Member Marty indicated he would like Staff to contact the vendor and attempt to 20 <br />negotiate a lower price. 21 <br /> 22 <br />Council Member Gunn asked if it would be possible to ask them to come to a Council meeting 23 <br />for discussion. 24 <br /> 25 <br />Interim City Administrator Ericson indicated that Staff could ask them but he is not sure they 26 <br />would come. He then offered to discuss the matter with them and asked that he be allowed the 27 <br />latitude to release the check when the information has been received. 28 <br /> 29 <br />Council directed Staff to attempt to negotiate a lower price on the equipment and obtain 30 <br />schematic drawings of the system as built prior to releasing the check. 31 <br /> 32 <br />Ayes – 3 Nays – 1(Stigney) Motion carried. 33 <br /> 34 <br />D. Resolution 5955 Authorizing Automated Pawn Systems Participation and 35 <br />Agreement 36 <br /> 37 <br />Chief Sommer indicated the automated pawn system was developed in 1997 by the Minneapolis 38 <br />Police Department as a data base for collecting pawnshop information to assist with locating 39 <br />stolen goods and those pawning property. He then said the system would allow officers to check 40 <br />for property reported as stolen and check the activities of those pawning property. 41 <br /> 42 <br />Council Member Stigney asked whether someone coming to pawn something has to provide state 43 <br />identification. 44 <br /> 45
