Item No: 7B(1)
Meeting Date: April 14, 2003
Type of Business: Expenditure Auth.
City of Mounds View Staff Report

To: Honorable Mayor and City Council
From: James Ericson, Acting City Administrator
Item Title/Subject: Consideration of the National League of Cities
Membership

Introduction:

Consistent with the City’s policy to critically review all expenditures and to eliminate all non-
essential expenditures, I would like direction from the Council whether or not we should
renew our membership with the National League of Cities (NLC). The annual dues for the
City are $1,177.00.

Discussion:

I received an invoice from NLC dated March 24, 2003 indicating that the City’s NLC
membership had lapsed and if we did not submit dues by April 7, 2003, our membership
would be cancelled. (Based on the March 24 correspondence, the City’s membership
expired in November of 2002.) Given that the invoice recently received was marked “Final
Notice”, one can assume previous invoices had been sent to the City.

While membership with the NLC provides the City with valuable information and many
important benefits (refer to their letter), given the state of our local economy and the
Council’s restriction on non-essential spending, it seemed prudent to bring this before the
Council for authorization or denial.

Denial would simply mean our membership would lapse and the invoice would not be
processed. Authorization would result in the invoice being added to the next just and correct
claims list.

Recommendation:

Direct staff to regarding the NLC membership invoice.

_____________________________________
James Ericson
Interim City Clerk/Administrator

Attachments:
1.
