Item No. 8F
Type of Business: CA
WK: Work Session; PH: Public Hearing;
CA: Consent Agenda; CB: Council Business City of Mounds View Staff Report
To: Honorable Mayor and City Council
From: Greg Lee, Director of Public Works
Item Title/Subject: Resolution No. 5991 Requesting the
Commissioner of Transportation to Conduct a
Speed Study on Edgewood Drive from County
Road 10 to County Road H2

Meeting Date: April 14, 2003

Background:
In 1998, the segment of Edgewood Drive from County Road 10 to County Road
H2 was constructed as part of the Wynnsong Cinema Development. At the time,
in order to receive Municipal State Aid Funds for the installation of the traffic
signal at the intersection of County Road 10 the Edgewood Drive, the City was
required to designate this segment of Edgewood Drive as a city street, with the
standard City street speed limit of 30 miles per hour (30 MPH).

Discussion:
Since its construction, this segment of Edgewood Drive has never functioned as
a standard city street with a designated speed limit of 30 MPH.

Staff has also been working with the Mounds View School District to designate
this area a “School Zone” and thus sign it accordingly. This should be done prior
to the conduction of a speed study.

Given the functionality of the roadway and the possibility of designating it a
school zone, Staff is confident that a speed study, conducted by the
Commissioner of Transportation, will result in a recommendation to lower the
speed limit.

Recommendation:
Staff recommends that the City Council approve Resolution No. 5991 Requesting
the Commissioner of Transportation to Conduct a Speed Study on Edgewood
Drive from County Road 10 to County Road H2.

Respectfully Submitted,

Greg Lee, Director of Public Works
