Item No. 8F <br />Type of Business: CA <br />WK: Work Session; PH: Public Hearing; <br />CA: Consent Agenda; CB: Council Business City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: Greg Lee, Director of Public Works <br />Item Title/Subject: Resolution No. 5991 Requesting the <br />Commissioner of Transportation to Conduct a <br />Speed Study on Edgewood Drive from County <br />Road 10 to County Road H2 <br /> <br />Meeting Date: April 14, 2003 <br /> <br />Background: <br />In 1998, the segment of Edgewood Drive from County Road 10 to County Road <br />H2 was constructed as part of the Wynnsong Cinema Development. At the time, <br />in order to receive Municipal State Aid Funds for the installation of the traffic <br />signal at the intersection of County Road 10 the Edgewood Drive, the City was <br />required to designate this segment of Edgewood Drive as a city street, with the <br />standard City street speed limit of 30 miles per hour (30 MPH). <br /> <br />Discussion: <br />Since its construction, this segment of Edgewood Drive has never functioned as <br />a standard city street with a designated speed limit of 30 MPH. <br /> <br />Staff has also been working with the Mounds View School District to designate <br />this area a “School Zone” and thus sign it accordingly. This should be done prior <br />to the conduction of a speed study. <br /> <br />Given the functionality of the roadway and the possibility of designating it a <br />school zone, Staff is confident that a speed study, conducted by the <br />Commissioner of Transportation, will result in a recommendation to lower the <br />speed limit. <br /> <br />Recommendation: <br />Staff recommends that the City Council approve Resolution No. 5991 Requesting <br />the Commissioner of Transportation to Conduct a Speed Study on Edgewood <br />Drive from County Road 10 to County Road H2. <br /> <br />Respectfully Submitted, <br /> <br /> <br />Greg Lee, Director of Public Works
