Item No: 09I
Meeting Date: April 28, 2003
Type of Business: Council Business
City of Mounds View Staff Report
To: Honorable Mayor and City Council
From: James Ericson, Acting City Administrator
Item Title/Subject: Discussion of Fire Services Contract Renewal

Introduction:

On April 16, 2003, I attended the quarterly meeting of the SBM Fire Department
Administrative Committee at Blaine City Hall. Fire Chief Zikmund indicated that the term of
the Fire services contract (a copy of which is attached) is set to renew at the end of the year
unless one of the cities decides to renegotiate any of the contract terms or terminate the
agreement altogether. At the quarterly meeting, it was apparent from the comments offered
by the Blaine and Spring Lake Park representatives that their respective cities had no
intention of renegotiating any contract provisions.

Discussion:

I am not aware of any past concerns regarding the Fire services contract and in how the
terms of the contract have been executed. I am providing a copy of the contract for your
information however Mr. Zikmund will be unable to attend the meeting due to a prior
engagement, so if there are any specific questions relating to the specific contract provisions,
I may not be able to answer all of your questions. If there is no opposition, the contract will
self renew for another ten-year term.

Recommendation:

If there are issues within the contract that you as the Council would like to have renegotiated,
please address these issues and direct staff to draft a notice of intent to renegotiate. If the
contract provisions are acceptable as is, staff has drafted a resolution (Resolution 6007) for
your action this evening which authorizes your interim city administrator to execute a
Memorandum of Understanding regarding the renewal. If you have questions regarding the
terms of the Contract and would like to delay action until Fire Chief Zikmund is available to
respond, a tabling action would be appropriate.

_____________________________________
James Ericson
Interim City Clerk/Administrator

Attachments:
1.
