Item No. 9E
Type of Business: CB
WK: Work Session; PH: Public Hearing;
CA: Consent Agenda; CB: Council Business City of Mounds View Staff Report
To: Honorable Mayor and City Council
From: Charles Hansen, Finance Director
Item Title/Subject: Resolution 6021 Approving a Policy for the Support of
Artistic Organizations
Meeting Date: May 27, 2003

Attached is a draft policy for the support of artistic organizations and a resolution for its
approval. This topic came up in the reports section of the April 28, 2003 meeting in a
request by the Mounds View Community Theater to be allowed to use the City’s copier.

Both the City Attorney and Staff felt it would be a good idea to have a policy in place to
regulate the City’s support of non-profit groups. The City Attorney pointed out that there
is a section of the State Statutes, 471.941, that specifically allows and governs support
provided by local governments to theater groups.

It is recommended that the City of Mounds View closely follow Statute 471.491. This
both insures that our actions are within the law and it doesn’t open the door for every
non-profit organization in the area to request support.

Respectfully Submitted,

Charles Hansen
