Mounds View City Council May 27, 2003 <br />Regular Meeting Page 6 <br /> <br />E. Resolution 6021, a Resolution Adopting a Policy for the Support of Non-1 <br />Profit Groups. 2 <br /> 3 <br />Interim City Administrator Ericson indicated this Resolution was drafted in response to 4 <br />Council’s request for a policy for the support of non-profit groups. He then indicated that 5 <br />Council would need to discuss this policy as part of the budgeting process. 6 <br /> 7 <br />MOTION/SECOND: Gunn/Quick. To Waive the Reading and Approve Resolution 6021, a 8 <br />Resolution Adopting a Policy for the Support of Non-Profit Groups. 9 <br /> 10 <br />Council Member Quick indicated the instance before Council is an in kind contribution but said 11 <br />there would need to be a budgeted line item for assisting non-profits if it requires monetary 12 <br />contribution from the City. 13 <br /> 14 <br /> Ayes – 5 Nays – 0 Motion carried. 15 <br /> 16 <br />10. REPORTS 17 <br /> 18 <br />Council Member Stigney indicated the PUD that was changed at the last regular meeting to allow 19 <br />an office building no longer has the large medical tenant as was originally indicated by the 20 <br />developer. 21 <br /> 22 <br />Interim City Administrator Ericson indicated that the intent of the developer is to market the 23 <br />building for medical uses. 24 <br /> 25 <br />Council Member Stigney asked whether the City would run afoul of state statute for granting 26 <br />special benefits to the employee receiving benefits from the PGA membership. 27 <br /> 28 <br />City Attorney Riggs indicated that the City receives benefit from the membership and the 29 <br />incidental benefits bestowed upon the employee by the membership would not be an issue for the 30 <br />City. 31 <br /> 32 <br />Mayor Linke indicated that a lot of times it is part of the employment agreement. 33 <br /> 34 <br />City Attorney Riggs indicated he does not know if it is spelled out as part of the employment 35 <br />agreement but the City is requiring him to have a PGA affiliation. He then said he could look 36 <br />into it further but it appears to him that these benefits are incidental and the City clearly gains 37 <br />from the membership. 38 <br /> 39 <br />Council Member Stigney indicated there is no special contract with the PGA person and, as far as 40 <br />his question, perhaps the costs associated with the additional benefits should be excluded from 41 <br />the benefit. 42 <br /> 43 <br />Mayor Linke indicated it would be more costly to have the City Attorney look into it than to pay 44 <br />the membership. 45
