Item No. 9B <br />Type of Business: Council Business <br />Meeting Date: June 23, 2003 <br /> City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: Greg Lee, Director of Public Works <br />Item Title/Subject: Resolution No. 6042, County Road H <br />Sidewalk Improvement Project; Hold a Public <br />Improvement Hearing, Approve the Preliminary <br />Feasibility Report, Order the Project <br /> <br />Background: <br /> <br />On January 27, 2003, the City Council approved Resolution No. 5936 authorizing the <br />preparation of a preliminary feasibility report and plans and specifications for the County <br />Road H sidewalk project – from Edgewood Drive to the West City Limits. <br /> <br />A draft of the report was completed and was presented to the City Council on May 5, <br />2003 at a Work Session. At that time, Staff asked the City Council for direction on the <br />following three issues: <br /> <br />1. Which scenario they preferred. <br />Scenario 1 – Five (5) foot concrete walkway <br />Scenario 2 – Six and one-half (6 ½) foot concrete walkway <br />Scenario 3 – Eight (8) foot bituminous pathway <br />The City Council indicated that they preferred Scenario 2, a Six and one-half (6 <br />½) foot concrete walkway. <br /> <br />2. Where the pathway / sidewalk should terminate (Silver Lake Road or the West <br />City Limits). <br />The City Council did not express a preference on this issue. <br /> <br />3. What the funding source will be. <br />The City Council indicated that they preferred to utilize the Tax Increment Fund <br />as a revenue source for this project. <br /> <br />Discussion: <br /> <br />Prior to seeking the City Council’s approval of the preliminary feasibility report, Staff <br />organized and conducted a Neighborhood Meeting on June 10, 2003, to present and <br />discuss the proposed sidewalk project. Owners of property located north of County <br />Road H and south of County Road H2, a total of 762 properties, were notified of the <br />meeting via direct mail. Staff also included a “Feedback Form” with the mailing. The <br />Notice and Feedback Form are attached as Exhibit A and Exhibit B. Owners of property <br />along County Road H were also sent a copy of the draft preliminary feasibility report. <br />This is attached as Exhibit C. In addition, the meeting notice and report were also sent <br />to numerous government agencies. Attached, as Exhibit D, is the mailing list and cover <br />letter. <br />
