RESOLUTION NO. 6042 CITY OF MOUNDS VIEW COUNTY OF RAMSEY STATE OF MINNESOTA APPROVING THE PRELIMINARY FEASIBILITY REPORT AND ORDERING THE COUNTY ROAD H SIDEWALK IMPROVEMENT PROJECT WHEREAS, on January 27, 2003, the City Council authorized the preparation of a preliminary feasibility report for the installation of a sidewalk on the north side of County Road H from Edgewood Drive to the west city limits; and WHEREAS, a draft of the report was completed and was presented to the City Council on May 5, 2003 at a Work Session; and WHEREAS, Staff organized and conducted a Neighborhood Meeting on June 10, 2003, to present and discuss the proposed sidewalk project; and WHEREAS, a Public Improvement Hearing was not required, according to State Statute: however a hearing date was set for June 23, 2003, to provide interested parties an opportunity to learn more about the proposed improvements and to comment on them; and WHEREAS, a Public Improvement Hearing Notice was sent via direct mail to all owners of property located north of County Road H and south of County Road H2. The hearing was also advertised in the City’s official newspaper, The New Brighton- Mounds View Bulletin, on June 18, 2003; and WHEREAS, the financing for this project will be derived entirely from the City of Mounds View Tax Increment Fund and that assessments are not a funding source; and NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Mounds View, Ramsey County, Minnesota as follows: 1. The preliminary feasibility report for the County Road H Sidewalk Improvement Project was submitted to the City by the engineering firm of Short, Elliot, Hendrickson Inc. (SEH). The report finds the improvements to be necessary, cost effective, and feasible and is hereby approved. 2. Said improvements are hereby ordered and shall hereafter be known and referred to as the County Road H Sidewalk Improvement Project. Said ordering of the improvements shall be valid for a period of eighteen (18) months from the date of adoption of this resolution. 3. The entire cost of said improvements shall be funded through the City of Mounds View Tax Increment Fund.
