Mounds View City Council July 14, 2003
Regular Meeting Page 13

1
Council Member Quick indicated that concrete is less expensive in the long run and the TIF 2
districts are running out in the near future and he does not plan on voting to extend them. 3
4
Council Member Stigney indicated that concrete is the most expensive for initial cost. 5
6
Ayes – 1(Stigney) Nays – 4 Motion failed. 7
8
MOTION/SECOND: Gunn/Marty. To Amend the Motion on the Floor to a Five Foot Wide 9
Sidewalk of Concrete. 10
11
Council Member Gunn indicated that it is possible to contract with New Brighton for the 12
maintenance of the five-foot wide path rather than purchasing new equipment right away. She 13
then said that she feels that the concrete will last longer and save money over time. 14
15
Public Works Director Lee indicated that the City currently has 12.5 miles of paths to maintain 16
and it is estimated that the City will have another 12.5 in the future so the City will eventually 17
need a piece of equipment to maintain trails other than the bobcat. 18
19
Council Member Stigney told residents that it is apparent that they are getting a sidewalk and 20
said he would support this motion for the five foot one because it is less of an impact to the 21
residents. He then said he would like the City to look at contracting with New Brighton to 22
maintain the trail rather than purchasing equipment. 23
24
Mayor Linke indicated that there is a TIF savings to construct five foot versus the six and a half 25
foot but that savings cannot be used for the purchase of equipment so the City would have the 26
full $70,000 expense for that equipment. 27
28
Ayes – 2 Nays – 3(Linke/Marty/Quick) Motion failed. 29
30
Ayes – 3 Nays – 2(Marty/Stigney) Motion carried. 31
32
D. First Reading and Introduction of Ordinance 717 Amending the City Code 33
Related to Closing Time of Licensed On-Sale Liquor Establishments. 34
35
Interim City Administrator Ericson indicated this item is before Council at the request of Mr. 36
Hall for an Ordinance change to allow for the 2:00 a.m. closing time. He then said that a 37
representative of Jake’s is present to comment as well. 38
39
Interim City Administrator Ericson indicated that this item is set for first reading tonight and for 40
public hearing on the second reading on July 28, 2003. 41
42
MOTION/SECOND: Quick/Marty. To Waive the Reading, Introduce the First Reading and 43
Approve Ordinance 717, an Ordinance Amending the City Code Related to Closing Time of 44
Licensed On-Sale Liquor Establishments. 45
