Mounds View City Council July 14, 2003 <br />Regular Meeting Page 13 <br /> <br /> 1 <br />Council Member Quick indicated that concrete is less expensive in the long run and the TIF 2 <br />districts are running out in the near future and he does not plan on voting to extend them. 3 <br /> 4 <br />Council Member Stigney indicated that concrete is the most expensive for initial cost. 5 <br /> 6 <br /> Ayes – 1(Stigney) Nays – 4 Motion failed. 7 <br /> 8 <br />MOTION/SECOND: Gunn/Marty. To Amend the Motion on the Floor to a Five Foot Wide 9 <br />Sidewalk of Concrete. 10 <br /> 11 <br />Council Member Gunn indicated that it is possible to contract with New Brighton for the 12 <br />maintenance of the five-foot wide path rather than purchasing new equipment right away. She 13 <br />then said that she feels that the concrete will last longer and save money over time. 14 <br /> 15 <br />Public Works Director Lee indicated that the City currently has 12.5 miles of paths to maintain 16 <br />and it is estimated that the City will have another 12.5 in the future so the City will eventually 17 <br />need a piece of equipment to maintain trails other than the bobcat. 18 <br /> 19 <br />Council Member Stigney told residents that it is apparent that they are getting a sidewalk and 20 <br />said he would support this motion for the five foot one because it is less of an impact to the 21 <br />residents. He then said he would like the City to look at contracting with New Brighton to 22 <br />maintain the trail rather than purchasing equipment. 23 <br /> 24 <br />Mayor Linke indicated that there is a TIF savings to construct five foot versus the six and a half 25 <br />foot but that savings cannot be used for the purchase of equipment so the City would have the 26 <br />full $70,000 expense for that equipment. 27 <br /> 28 <br /> Ayes – 2 Nays – 3(Linke/Marty/Quick) Motion failed. 29 <br /> 30 <br /> Ayes – 3 Nays – 2(Marty/Stigney) Motion carried. 31 <br /> 32 <br />D. First Reading and Introduction of Ordinance 717 Amending the City Code 33 <br />Related to Closing Time of Licensed On-Sale Liquor Establishments. 34 <br /> 35 <br />Interim City Administrator Ericson indicated this item is before Council at the request of Mr. 36 <br />Hall for an Ordinance change to allow for the 2:00 a.m. closing time. He then said that a 37 <br />representative of Jake’s is present to comment as well. 38 <br /> 39 <br />Interim City Administrator Ericson indicated that this item is set for first reading tonight and for 40 <br />public hearing on the second reading on July 28, 2003. 41 <br /> 42 <br />MOTION/SECOND: Quick/Marty. To Waive the Reading, Introduce the First Reading and 43 <br />Approve Ordinance 717, an Ordinance Amending the City Code Related to Closing Time of 44 <br />Licensed On-Sale Liquor Establishments. 45
