Item No: 8F
Meeting Date: August 25, 2003
Type of Business: CA
WK: Work Session; PH: Public Hearing;
CA: Consent Agenda; CB: Council Business
City of Mounds View Staff Report
To: Honorable Mayor and City Council
From: Desaree M. Crane, Administrative Assistant
Item Title/Subject: Resolution 6077 Approving Business Licenses for
Premium Stop
Date of Report: August 25, 2003

Premium Stop requests a Gasoline and Cigarette/Tobacco License. Kheldon Bteibet
was the owner of Oasis Market #531, and is now transferring ownership from Oasis
Market #531 to Premium Stop. Premium Stop is located at 2390 Highway 10. Mr.
Bteibet has submitted the necessary applications, insurance certificate and fees. Due
to past issues of fire code violations (when it was Oasis Market #531), it is necessary to
ensure that the new facility is code compliant. Our City Code states the following:

Gasoline License: Mounds View City Code Section 509.05, Subd.5. Inspection of Premises:
Every gasoline filling station shall be inspected at least once every year by
the Fire Chief to see that the premises are maintained in compliance with
State law and this Code and to see that there is no dangerous
accumulation of waste of other combustible material on the premises. It
shall be the duty of the Fire Chief to report to the Council any violations of
this Code or statutes or any dangerous conditions or situations which may
be discovered during such inspection.

Recommendation:
Staff recommends that the City Council approve Premium Stop’s application for a Gasoline
and Cigarette/Tobacco License with the condition that the Fire Marshal issues a
satisfactory report on their Fire Inspection, within 14 days of operation.

Respectfully submitted,

________________________
Desaree M. Crane
