Item No: 9A
Meeting Date: August 25, 2003
Type of Business: Council Business
City of Mounds View Staff Report
To: Honorable Mayor and City Council
From: Charles Hansen, Finance Director
Item Title/Subject: Resolution 6080 Authorizing the Acceptance of a Grant and
the Purchase of Equipment for the Spring Lake Park/Blaine/
Mounds View Fire Department and Amending the 2003
General Fund Budget

State and Federal grants are currently available for law, fire, and medical first responders.
Ramsey County is the local administrator of these grants. The Spring Lake Park/Blaine/
Mounds View Fire Department wants to apply for grants to purchase two pieces of
equipment by these grants.

Ramsey County would prefer to deal with the City Mounds View rather than the Fire
Department since the Fire Department is a three party joint powers agency that serves areas
in both Ramsey and Anoka Counties.

The equipment is a thermal imaging camera costing $11,000 that would be fully reimbursed
by the grant and a multi-gas detector costing $1,750 that would be 75% reimbursed by the
grant. The Fire Department would pay the 25% local match from other funds in their budget.

The process will be for the City to order the equipment, receive it and be invoiced, and then
submit the invoices to Ramsey County for grant reimbursement. The invoices will probably
be due for payment before the grant money is received.

There may be grant documents that need signing and after the equipment is received we will
need to execute a document to convey ownership of the equipment from the City to the Fire
Department.

A representative of the Fire Department will be at the City Council meeting to answer any
questions.

Respectfully submitted,

________________________
Charles Hansen, Finance Director

Reviewed by City Administrator: ________
