Item No: 9D <br />Meeting Date: August 25, 2003 <br />Type of Business: Business <br />City of Mounds View Staff Report <br />To: Honorable Mayor And City Council <br />From: James Ericson, Acting City Administrator <br />Item Title/Subject: Consideration of Resolution 6073 Authorizing a Minor <br />Subdivision of 8450 Knollwood Drive; <br /> Planning Case MI03-002 <br /> <br />Introduction: <br /> <br />George and Patricia Grone, property owners of the 1.28-acre lot located at 8430 Knollwood <br />Drive, have requested a minor subdivision of their property. The subdivision would create one <br />large lot immediately south of their existing home. A minor subdivision is a division of land less <br />than two acres in area in which only one additional lot is created. The lot is zoned R-1, Single <br />Family residential and the minimum lot size is 11,000. The Comprehensive Plan designates <br />this area for low density residential. The property owners have submitted a Registered Land <br />Survey (RLS) to effectuate the division. <br /> <br />Discussion: <br /> <br />The Grone property is 55,700 square feet, or, 1.28 acres. There is 276.25 feet of frontage on <br />Knollwood Drive and the lot could potentially be split into three lots. The proposed subdivision <br />however would create only one large lot south of the Grone’s home. The new lot would be <br />37,125 square feet, leaving 18,575 square feet for the improved lot. The area south of the <br />Grone’s home is not maintained and is covered with dense growth and mature trees. The <br />proposed lot would satisfy all minimum zoning requirements for a single-family residential lot. <br /> <br />Staff has forwarded copies of the RLS to the engineering technician, public works director and <br />City Attorney for their review. The City Attorney will also need to review a Title Commitment for <br />the property to ensure all parties having an interest in the property are represented on the RLS. <br /> <br />Park Dedication Requirements. <br /> <br />Every subdivision of land is subject to park dedication requirements. Because the subdivision <br />is less than 2 acres in area, the fee is 5% of the land’s market value, less the value of the land <br />where the house sits. Rather than require an appraisal for every subdivision, staff typically <br />uses the assessment valuations available through Ramsey County. According to the County, <br />the land has a value of $82,900. On a per square foot basis, the value is approximately $1.49. <br />Subtracting out the land under the existing home leaves 37,125 square feet, multiplied by the <br />$1.49 per square foot value results in a new lot value of $55,260. Five percent of that valuation <br />amounts to $2,763. This fee has already been submitted to the City and will be held pending <br />approval of the subdivision. <br /> <br /> <br /> <br />
