September 4, 2003 RE: City of Mounds View, Minnesota <br />County Road H Sidewalk <br />Improvements <br />City Project No. 2003-001 <br />SEH Project No. A- <br />MOUND0302.00 <br /> <br />Honorable Mayor and City Council <br />City of Mounds View <br />2401 Highway 10 <br />Mounds View, MN 55112-1429 <br /> <br />Dear Mayor and Council Members: <br /> <br />On September 4, 2003, at 10:00 a.m., 4 bids were received for the above-referenced <br />project. The project consists of the construction of a 6 ½-foot concrete sidewalk along the <br />north side of County Road H, from Edgewood Drive on the east to the west city limits. <br />Included in the project were retaining walls, hydrant relocations and restoration. The bids <br />were set up with a Base Bid, which included all work to construct the improvements from <br />Edgewood Drive to Knollwood Drive, and an Alternate Bid which included the segment <br />from Knollwood Drive to the west city limits. The low bid was submitted by Ti-Zack <br />Concrete, Inc. from Le Center, Minnesota. A summary of the bid results is shown below. <br /> <br /> <br />The base bid represents approximately 4,800 linear feet of sidewalk. The alternate bid is <br />for approximately 1,500 linear feet. The reason for the high cost for the alternate bid, is <br />the work required near Spring Creek. Organic soils were found in this area from soil <br />borings that we took. These soils and the need to maintain the construction within the <br />existing right of way required the need for sheetpiling, guardrail, railings and special <br />storm sewer needs to extend the existing culvert. Based on the low bid, these “extra” <br />items increased the sidewalk project in the alternate bid, by approximately $126,400. <br /> <br />Three addendums were prepared for this project and sent to all plan holders. The second <br />addendum included a new Bid Form that was listed as being on “Yellow” paper, when in <br />fact the Bid Form was on “Pink”. The third addendum informed the contractors to submit <br />their bid on the correct color of the Bid Form sent out with Addendum 2, and extended <br />the completion date for the project. The Bid Form has a place for acknowledgement of <br />addendum(s). The low bidder acknowledged the first 2 addendums, but not the third. <br />Since the bid was submitted on the correct form, this failure to acknowledge the Third <br />Addendum could be considered an irregularity in the bid. The City Attorney should be <br />contacted for his opinion. A tabulation of the bid is attached for your review. <br />
