Item No. 9B <br />Type of Business: CB <br />WK: Work Session; PH: Public Hearing; <br />CA: Consent Agenda; CB: Council Business City of Mounds View Staff Report <br /> <br /> To: Honorable Mayor and City Council <br />From: Greg Lee, Director of Public Works <br /> <br />Item Title/Subject: Resolution No. 6087 Approving a Seasonal Public Works <br />Position in the Sewer Division <br /> <br />Meeting Date: September 8, 2003 <br /> <br /> <br />Background <br />On March 26, 2001 the City Council adopted Resolution No. 5546 that describes <br />the procedure for hiring Seasonal Employees. This resolution requires that the <br />City Council approve all seasonal positions. <br /> <br />Seasonal Employees benefit the City by providing labor services that are <br />relatively less expensive and are available during periods of greater labor <br />demand. In return, Seasonal Employees benefit from the skills and work ethics <br />they learn on the job. As a result, the employees, the City, Citizens, and <br />taxpayers all benefit from this program. <br /> <br />NPDES Phase II (National Pollution Discharge Elimination System) was the next <br />step in the United States Environmental Protection Agency's (USEPA) effort to <br />preserve, protect, and improve the Nation's water resources from polluted storm <br />water runoff. The Phase II program expands the Phase I program by requiring <br />smaller municipalities and operators of smaller construction sites to implement <br />programs and practices to control polluted storm water runoff. <br /> <br />Discussion <br />Workload factor <br />With the implementation of the NPDES Phase permit, the City of Mounds View <br />has developed a storm sewer cleaning and inspection program. The cleaning of <br />the storm sewer system is much more labor intensive compared to the sanitary <br />sewer. The procedure requires lengthy setup and teardown in order to move from <br />one location to the other. Two operators are required to clean sewer lines, not <br />only for the operation of the vehicle but for safety reasons also. <br /> Vacuum tubes must be lowered into the hole and connected together. <br /> Water hoses must also be laid out and connected to supply the cleaning truck <br />with the necessary volume of water. <br />When cleaning storm sewer, the truck requires approximately five times the <br />amount of water normally necessary to clean sanitary lines. If an external water <br />source is not nearby, the time to clean the pipe dramatically increases due to <br />disconnection and fill up times. <br />Reviewed by City Administrator:___
