<br />Item No: 9E <br />Meeting Date: September 8, 2003 <br />Type of Business: Council Business <br />City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: Charles Hansen, Finance Director <br />Item Title/Subject: Resolution 6091 Authorizing Certification of the Proposed <br />General Fund Budget and Property Tax Levy for Fiscal Year <br />2004 <br /> <br />State law requires that the City certify a proposed 2004 General Fund Budget and proposed <br />2004 property tax levy to Ramsey County by September 15, 2003. This was last discussed <br />at the September 2, 2003 work session. Changes upon which consensus was reached have <br />been incorporated into the attached draft of the budget. <br /> <br />I have made two other changes for consistency of presentation and one change to correct an <br />error. <br /> <br />In the revenue section of the budget, the Market Value Credit – Manufactured Homes, was <br />moved from line 3113 in the Taxes category to line 3345 in the Intergovernmental category. <br /> <br />In the expenditures section of the budget, the payment to the City of Blaine for the Fire <br />Department’s mini-pumper was moved from the Fire Department budget to the <br />Miscellaneous Department under Debt Service. <br /> <br />In the course of making the Fire Department change, I realized that the amount the Fire <br />Department had included in their capital outlay didn’t include interest expense. Including <br />interest raised the total expenditure by $316.
