Mounds View City Council September 8, 2003 <br />Regular Meeting Page 12 <br /> <br />nothing for inflation and only allowing the City to levy for 60% of the amount of lost LGA and a 1 <br />few special levies. 2 <br /> 3 <br />Finance Director Hansen indicated that the budget as presented does assume that the City will 4 <br />levy for lost LGA and a special levy to raise funds for two police officer positions for a total levy 5 <br />increase of 12.75%. 6 <br /> 7 <br />Finance Director Hansen indicated he went through and eliminated certain activities detailed at 8 <br />last week’s work session the most prominent was seal coating for $110,000 because the streets 9 <br />do not benefit from seal coating at this time. 10 <br /> 11 <br />Finance Director Hansen indicated the Staff went through supply and contractual accounts 12 <br />throughout the budgets and cut out any un-used amounts and anything that was elective and that 13 <br />is how Staff was able to bring the budget to Council as balanced. 14 <br /> 15 <br />Finance Director Hansen indicated the Resolution would certify a budget of $4,669,495 and a 16 <br />property tax levy of $2,679,463. 17 <br /> 18 <br />Council Member Marty expressed concern with having a 1.7% cost of living in the budget 19 <br />because he understood the cost of living increases were going to be greater than that figure. 20 <br /> 21 <br />Finance Director Hansen indicated he had used the 1.7% based on the consumer price index at 22 <br />the time he began this budgeting process. He then said that there are some unknowns at this time 23 <br />because there have been discussions of closing City Hall and wage freezes to save money and the 24 <br />union negotiations are ongoing but he feels 1.7% is doable. 25 <br /> 26 <br />Council Member Marty commented that the cost of health insurance is going up increasing the 27 <br />City’s contribution by 10% and he hopes the City can work out the contracts with all of its 28 <br />employees and not have to lay anyone off. 29 <br /> 30 <br />Mayor Linke read a list of some of the items in the budget that have been reduced and 31 <br />eliminated. 32 <br /> 33 <br />Council Member Marty indicated he thought that there were installment payments for the voting 34 <br />equipment. 35 <br /> 36 <br />Finance Director Hansen indicated that Staff contacted Ramsey County to discuss a payoff 37 <br />amount because there is money available in 2003 to pay it off that will not be available in 2004. 38 <br /> 39 <br />Council Member Marty commented that previous administrations relied heavily on labor 40 <br />relations and he feels this administration should be able to keep the amount under the budgeted 41 <br />$10,000. 42 <br /> 43 <br />Council Member Marty asked whether the school district could be asked to pay for a portion of 44 <br />the school resource officer’s cellular telephone. 45
