City parks were designated for R-1, Single Family <br />Residential as most parks are completely within single-family residential districts and “parks” <br />is an allowed use in the R-1 district. The City has three well sites in the community, all within <br />single-family districts. While “Industrial” was discussed as a potential zoning district for the <br />wells, given their locations within residential districts and the fact that “essential services” is a <br />use within the single-family district, R-1 appeared more appropriate and less likely to <br />generate any “spot zoning” concerns. City Hall is essentially just an office building and office <br />buildings are permitted within the B-3, Highway Business district. Community Centers are <br />also permitted in the B-3, Highway Business district and given the present tenants (and <br />potential tenants) the B-3 commercial designation seemed appropriate. The public works <br />garage, the water tower and reservoir and water treatment facility, all on the City Hall <br />campus, are industrial uses and such a designation would be proper. Last, with regard to <br />the Golf Course, the Commission considered either a commercial designation or the <br />industrial label. Based on the surrounding properties and based on previous zoning and <br />comp plan designations, the Commission felt “Industrial” was the more appropriate of the <br />two. Because golf courses are currently only allowed in the PF district, a text amendment is <br />necessary and such an ordinance has been drafted for consideration.
