<br />Item No: 9H <br />Meeting Date: Oct 13, 2003 <br />Type of Business: Council Business <br />City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: James Ericson, Community Development Director <br />Item Title/Subject: Consideration of Resolution 6095, a Resolution <br />Authorizing the Hire of Kristin Prososki to the Position <br />of Planning Associate <br /> <br />Background: <br /> On May 12, 2003, the City Council adopted Resolution 6012, a resolution authorizing staff to <br />advertise for the vacant planning associate position in the Community Development <br />Department. The position was vacated in 2002 when the former planning associate <br />accepted a position with another community. <br /> <br />Discussion: <br /> <br />Staff advertised the opening on the City’s website, on the league of MN Cities website, with <br />the StarTribune and with the Minnesota Chapter of the American Planning Association. The <br />anticipated starting salary for the position was advertised at $35,194. We received 60 <br />applications for the position, of which twelve had the requisite experience, education and <br />training. Staff interviewed eleven of these candidates (one had already found a job) and <br />after an extended period of negotiations and reference checks, the position was finally <br />offered to Ms. Kristin Prososki. Ms. Prososki currently works for the City of Chanhassen as <br />their full-time planning intern and has gained considerable experience while in their employ. <br />Ms. Prososki has an Urban and Regional Studies degree from Minnesota State University in <br />Mankato. <br /> <br />Salary: <br /> As the Council will recall from the May discussion, Labor Relations indicated that the salary <br />range for the planning associate position should be reduced consistent with the reduced <br />responsibilities and reduced educational and experience requirements. The 2003 maximum <br />salary for the position was $46,924.80. The new maximum, based upon the <br />recommendations of Labor Relations, is $43,993.00. Ms. Prososki has accepted the position <br />at Step 1 of the new range, which is equivalent to $35, 194, or, 80% of the new maximum. <br />Because Ms. Prososki is starting at Step 1, the City’s personnel policies state that she will <br />progress to Step 2 after 6 months, Step 3 after twelve months, Step 4 after twenty-four <br />months and finally Step 5 after thirty-six months of employment. Again, this progression is <br />consistent with the City’s personnel manual. All other personnel policies apply, no deviations <br />have been made or offered. <br /> <br />Starting Date: <br /> Ms. Prososki would begin employment on Tuesday, October 21, 2003. <br /> <br /> <br />Reviewed by City Administrator: ________
