Police Department Quarterly Report 10 <br /> 11 <br />Mayor Linke thanked Chief Sommer for coming to the Lions with a presentation. 12 <br /> 13 <br />Chief Sommer briefly highlighted the data in the quarterly report. 14 <br /> 15 <br />Chief Sommer indicated the number one frequently occurring crime was theft or fraud. 16 <br /> 17 <br />Chief Sommer indicated Rob Schaffee, a Mounds View resident has offered to assist the police 18 <br />department with its research on a records management program. 19 <br /> 20 <br />Chief Sommer indicated that year to date total revenue from citations is $28,440 through August. 21 <br /> 22 <br />Council Member Stigney asked how much of the $28,440 was for administrative offenses. 23 <br /> 24 <br />Chief Sommer indicated that $13,600 was administrative and the $12,413 was from Ramsey 25 <br />County Municipal Court. 26 <br /> 27 <br />Council Member Quick asked whether the Chief had a figure on how many cars were broken into 28 <br />over the summer. 29 <br /> 30 <br />Chief Sommer indicated he did not have a breakdown of thefts from cars but said there were 263 31 <br />theft reports during the four-month period and a lot of them were from vehicles. 32 <br /> 33 <br />Mayor Linke asked the Chief for the figures quoted at the Lions meeting concerning officer man 34 <br />hours. 35 <br /> 36 <br />Chief Sommer offered to do a presentation in the future if desired. He then indicated that 37 <br />Mounds View has a ratio of police officers to population of 1.3 per 1,000 and the state average is 38 <br />1.6 per 1,000. He then said that when it comes to the more serious crimes Mounds View has 39 <br />close to double the crime rate per capita of New Brighton. 40 <br /> 41 <br />Mayor Linke commented that the City is looking at times when there is only one officer on duty. 42 <br /> 43 <br />Chief Sommer indicated the reason he pursued the grant for two new officers is the staffing 44 <br />levels is such that the City only has one officer on for a portion of every day and if that officer is 45
