Mounds View City Council September 22, 2003 <br />Regular Meeting Page 10 <br /> <br /> 1 <br />Angela Olson of 5046 Longview Drive indicated she is frustrated with this process and does not 2 <br />feel that Council listened about using TIF because they were told it was fine to use it but now she 3 <br />has heard there are questions. She then said that Council Member Gunn was exactly right when 4 <br />she said that people think that Council does not listen because they feel that way. 5 <br /> 6 <br />Ms. Olson indicated that the amount of time the school patrol is out is 4.1% of the time of 7 <br />daylight hours using an average of 12 daylight hours. She then said she is frustrated with the fact 8 <br />that she was told by Mr. Lee to hold off on trimming the hedges only to have an inspector come 9 <br />to her house the next day and tell her to trim them or be fined. 10 <br /> 11 <br />Ms. Olson asked that the City get it together and do things right the first time and not take six or 12 <br />eight months to make a decision. She then said that this should not go through if there are this 13 <br />many problems with it and asked that Council not waste time making decisions that they do not 14 <br />know if it is okay to make. 15 <br /> 16 <br />Mayor Linke indicated that he did not agree with option one and thanked Ms. Olson for her 17 <br />information but option one does not provide a safe way for kids to cross the street other than at 18 <br />the school and the City is not providing them a way to get to the school before they get to that 19 <br />point so it defeats the purpose of the guards in the first place. He then said that he would like to 20 <br />do option three. 21 <br /> 22 <br /> Ayes – 3 Nays – 2(Linke/Quick) Motion carried. 23 <br /> 24 <br />D. Second Reading and Adoption of Ordinance 718, Implementing a Franchise 25 <br />Fee on Xcel Energy Electric and Natural Gas Operations Within the City of 26 <br />Mounds View for the Year 2004 27 <br /> 28 <br />Finance Director Hansen gave an overview of the Ordinance. 29 <br /> 30 <br />Council Member Quick indicated he would like to move a continuance because he would like 31 <br />Xcel to have to post a cash bond of $50,000 for property damage done. He then commented that 32 <br />he had damage done to his property by a contractor of Xcel coming onto his property without 33 <br />permission and causing damage to his property. He further commented that if this was done to 34 <br />him the way Xcel handles its tree trimming must be more widespread and he would like to 35 <br />protect other residents by requiring the bond. 36 <br /> 37 <br />Council Member Quick indicated he thinks this is out of control because there could be serious 38 <br />trouble if perhaps the dog got out or they got bit by a dog in a back yard or something and he 39 <br />feels that a $50,000 would help control the situation. 40 <br /> 41 <br />City Attorney Riggs recommended reviewing the franchise to determine whether it is possible to 42 <br />add the bonding information. 43 <br /> 44
