Item No. 8F <br />Type of Business: CA <br />WK: Work Session; PH: Public Hearing; <br />CA: Consent Agenda; CB: Council Business City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: Greg Lee, Director of Public Works <br /> <br />Item Title/Subject: Resolution No. 6113 Adopting a Roadway Major <br />Maintenance Financing Policy <br />Meeting Date: October 13, 2003 <br /> <br />Background: <br />On February 10, 2003, Staff submitted a report outlining issues that will need to <br />be addressed as part of the feasibility report for the 2003 Street Improvement <br />Project. <br /> <br />There were three general issues identified that will need to be addressed as part <br />of this project: <br /> <br /> Assessment Policy <br /> Street Standards <br /> Storm Water Introduction into the Sanitary Sewer System <br /> <br />On September 2, 2003, Staff submitted a draft roadway major maintenance <br />financing policy. This policy utilizes two methods for assessing such projects: the <br />“Unit Assessment Method “ which would be applied to single and twin family <br />properties and the “Front Footage Method” which would be applied to all other <br />properties. Staff was directed to determine what changes of the City’s Ordinance <br />would be needed to allow for such a policy. <br /> <br />On October 6, 2003, Staff introduced a draft revision to the City’s Ordinance. <br /> <br /> <br />Discussion: <br />Staff proposes that the unit method be utilized for low density residential property <br />(single family and twin homes / duplexes) for all roadway major maintenance <br />projects. All other property would be assessed utilizing the front footage method. <br /> <br />Attached, as Exhibit A, is the proposed roadway major maintenance financing <br />policy. <br /> <br /> <br /> <br />
