PF Rezoning Report <br />Oct 13, 2003 <br />Page 2 <br /> <br />Land Uses Current <br />Zoning Proposed Zoning <br />City Parks PF R-1, Single Family Residential <br />City Wells PF R-1, Single Family Residential <br />City Hall PF B-3, Highway Business Commercial <br />Community Center PF B-3, Highway Business Commercial <br />Golf Course PF I-1, Industrial <br />Public Works Garage PF I-1, Industrial <br />Water Tower, Reservoir PF I-1, Industrial <br />Old Water Tower Site PF I-1, Industrial <br /> <br />Rationale: <br /> <br />The Planning Commission recommends the above designations after much discussion <br />regarding the various possibilities. City parks were designated for R-1, Single Family <br />Residential as most parks are completely within single-family residential districts and <br />“parks” is an allowed use in the R-1 district. The City has three well sites in the <br />community, all within single-family districts. While “Industrial” was discussed as a <br />potential zoning district for the wells, given their locations within residential districts and <br />the fact that “essential services” is a use within the single-family district, R-1 appeared <br />more appropriate and less likely to generate any “spot zoning” concerns. <br /> <br />The proposed zoning for City Hall, which is essentially just an office building, is B-3, <br />Highway Business Commercial. Office building s are permitted uses within the B-3 <br />district. Community Centers are also permitted in the B-3, Highway Business district and <br />given the present tenants (and potential tenants) of the Center, the B-3 commercial <br />designation seemed appropriate. The public works garage, the water tower and reservoir <br />and water treatment facility, all on the City Hall campus, are industrial uses and such a <br />designation would be proper. Last, with regard to the Golf Course, the Commission <br />considered either a commercial designation or the industrial label. Based on the <br />surrounding properties and based on previous zoning and comp plan designations, the <br />Commission felt “Industrial” was the more appropriate of the two. Because golf courses <br />are currently only allowed in the PF district, a text amendment is necessary and such an <br />ordinance has been drafted for consideration. <br /> <br />Comprehensive Plan. <br /> <br />The Comp Plan Future Land Use Map (attached) designates the parcels currently zoned <br />PF as a mix of different classifications. Parks are designated as Natural Open Space <br />(OSN), Passive Open Space (OSP) or Outdoor Sport and Recreation (SRO). City wells <br />are designated Utility (UTL) while City Hall and the Public Works garage are designated <br />Institutional (IN). The Community Center is guided as Indoor Sport and Recreation (SRI) <br />and the site of the former water tower in the Mustang Drive industrial park is designated <br />Heavy Industrial (HI), probably in anticipation of a reuse by one of the adjoining <br />businesses on Mustang Drive. <br />
