Mounds View City Council October 13, 2003 <br />Regular Meeting Page 11 <br /> <br />Mayor Linke suggested that the policy to be discussed later in the meeting may have an impact 1 <br />on this item. 2 <br /> 3 <br />Finance Director Hansen indicated that Council needed to consider what types of assessments the 4 <br />policy would be applied to. 5 <br /> 6 <br />Mr. Steinberg indicated he has not seen his mother’s finances but she has made assertions that 7 <br />she was not given proper credit for payments. He then said he would appreciate it if a deferral 8 <br />could be given for this matter. 9 <br /> 10 <br />Lucille indicated that in July she wrote a check for $20.00 and was only given credit for $20.00. 11 <br />She then said that she has a fixed income and would like to continue with her payment 12 <br />arrangement as agreed to by the City. 13 <br /> 14 <br />Lucille indicated that she has been making payments of $10.00 per month but she is on social 15 <br />security and will be 82 next month which makes it hard for her to get out of the house to mail or 16 <br />deliver the payments but she would always make up for it the next month. She then said that she 17 <br />has not been evading in any way and would hope that she would not have to pay 4.5% interest 18 <br />because it has been her intention from the start to make her payments until she is paid in full. 19 <br /> 20 <br />Mayor Linke closed the public hearing at 8:30 p.m. 21 <br /> 22 <br />Finance Director Hansen indicated that Minnesota Statutes and the City’s Charter allow deferrals 23 <br />on assessments to those 65 and older and to those that are disabled. He then said it is possible 24 <br />that the City adopted guidelines to follow but Staff could not find them and has brought this 25 <br />policy forward to update it. 26 <br /> 27 <br />Finance Director Hansen indicated Staff would like to keep the guidelines simple and 28 <br />straightforward to ease in administration. He then recommended setting the guidelines of age 65 29 <br />or older or totally and permanently disabled as determined by the Social Security Administration 30 <br />or other appropriate authority. He went on to list the other recommended guidelines for the 31 <br />policy. 32 <br /> 33 <br />Finance Director Hansen suggested that Council include a guideline for what types of deferrals 34 <br />will be considered. 35 <br /> 36 <br />Mayor Linke suggested that assessments that would be generated by the City such as public 37 <br />improvements, tree removals and similar items be listed for deferral but not such things as public 38 <br />utilities. 39 <br /> 40 <br />Finance Director Hansen asked if weed-cutting assessments should be included. 41 <br /> 42 <br />Council Member Stigney suggested amending the policy to read for deferral of payment of 43 <br />special assessments for public improvements and diseased tree removals. 44 <br /> 45
