<br /> <br /> <br />Item No: 9H <br />Meeting Date: October 27, 2003 <br />Type of Business: Council Business <br />Administrator Review _____ <br />City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: Charles Hansen, Finance Director <br />Item Title/Subject: Public Hearing to receive Public Input and pass upon <br />Resolution 6125 Adopting a Special Assessment Levy for <br />Diseased Tree Removals <br /> <br />A public hearing is scheduled for 7:15 P.M. to receive public input regarding the proposed <br />assessment of diseased tree removal accounts. <br /> <br />A legal notice of this public hearing was published in the September 24, 2003 edition of the <br />New Brighton-Mounds View Bulletin. Individual notices of the meeting were sent by first <br />class mail to the affected property owners on September 29, 2003. <br /> <br />Attached is the full roll of assessment notices that were sent out. These are accounts for <br />trees that were removed between October 2000 and April 2003. The property owners have <br />been invoiced multiple times and two of the four have made partial payments. <br /> <br />These two owners have either stopped making payments or are making them at such a slow <br />rate that it would take many years to pay off the balance. <br /> <br />Long informal payment agreements leave the City at risk in the event that the owner should <br />sell the property or die. In these events it would be difficult to then establish that the amount <br />owed is a lien against the property. <br /> <br />Some of the property owners may pay the amount due by 4:30 P.M. on Monday, October 27, <br />2003 in order to avoid the $25.00 administrative fee. Others will pay after the roll is certified <br />Monday night, but before the roll is forwarded to Ramsey County. In that case, they will pay <br />the total due, including the administrative fee. <br /> <br />Owners may prepay the assessment between October 28, 2003 and November 27, 2003 <br />without paying additional interest. After that, interest at the rate of 4.5% will accrue from <br />October 23, 2003 through the payment date. This interest rate was set by the City Council in <br />Resolution 6082. <br /> <br />On December 1, 2003, we will forward the assessment roll, minus any prepayments, to <br />Ramsey County for collection with the 2004 property taxes. <br /> <br />Respectfully submitted, <br /> <br /> <br />___________________________ <br />Charles Hansen, Finance Director
