Item No: 8D <br />Meeting Date: November 10, 2003 <br />Type of Business: CA <br />WK: Work Session; PH: Public Hearing; <br /> CA: Consent Agenda; CB: Council Business <br /> <br /> Administrator Review: _____ <br />City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: Greg Lee, Director of Public Works <br /> <br />Item Title/Subject: Resolution No. 6132 Hiring Steven Vacek as the <br />Public Works Mechanic <br /> <br />Background <br />On August 13, 2003 Gary Kardell, in the Streets Division of the Public Works <br />Department, submitted a letter of resignation. Mr. Kardell consequently resigned <br />on October 31, 2003. <br /> <br />On August 25, 2003 the City Council approved Resolution No. 6079 granting <br />authorization to advertise for the Public Works Maintenance Worker Position in <br />the Streets Division. <br /> <br />On September 8, 2003 the City Council approved Resolution No. 6093 <br />appointing Bruce Meehan, who formerly held the mechanic position in Public <br />Works, to the vacant position in the Streets Division of the Public Works <br />Department. At that time, the City Council also granted authorization to advertise <br />for the newly vacated mechanic position. <br /> <br />Acting on direction from City Council, Staff proceeded by advertising for this <br />position in the City’s official newspaper, the New Brighton-Mounds View Bulletin, <br />and the Star Tribune. <br /> <br />The City received a total of twenty-seven (27) applications for the vacant <br />mechanic position. The applications were pointed and the top twelve (12) were <br />contacted and asked to take a test containing eighty-seven (87) questions to test <br />their mechanical knowledge. The tests were scored and interviews were <br />scheduled with nine applicants based on the combined scoring of their <br />application and their test scores. The interview committee consisted of the Public <br />Works Director, the Public Works Foreman, and a mechanic employed by the <br />City of New Brighton. First-round interviews were held on October 15th and 16th. <br />The field of candidates was then narrowed to two applicants. Second-round <br />interviews, which included a tour of the Public Works building and a casual <br />meeting with all members of the Public Works Department, were held the week <br />of October 27th. <br /> <br />
