Item No: 9C
Meeting Date: November 24, 2003
Type of Business: Report
Administrator Review : _____
City of Mounds View Staff Report
To: Honorable Mayor and City Council
From: Mary Burg, Golf Course Manager
Item Title/Subject: Golf Course Quarterly Report
Date of Report: November 24, 2003

Golf Course Quarterly Report
~ A Five Month Review ~

Department General Information

Budget.
Expenditures for 2003, through the end of the third quarter, total $590,418. This represents
59% of the expenditures budgeted. However, the great amount of debt service payments are
to be paid in the third quarter.

Revenues.
The department has been busier this year than the previous year. However, the golf industry
has seen saturation levels making golf a buyers market. Rounds have not returned to levels
seen in years pasted. This year the budget fell short of predictions. The Bridges green fees
accurately reflect the market value. In order to close the gap, additional spending per person
will be encouraged the department will market to attract additional group events to increase
the revenue stream. The Bridges Golf Course patrons spends approximately $20.00 per visit.
The average in 2004 will require $23.50 to meet the budget needs. Strategies to create
“value added” spending additional returns may be attained. Adjustments in charges for
impulse item purchases, i.e. golf car rentals, will be adjusted. With vigilant marketing the
branding of The Bridges as the “Premier Executive Course” will bring new events. Packages
for groups will enhance the returns.

Golf Course Billboards Update.
As reported recently in the Community Development Quarterly Report one of the most
important issues facing the City relates to the placement of billboards on the Golf Course.
As you are aware The Supreme Court ruled in favor of MnDot, overturning the Court of
Appeals’ decision that the permits for the billboards should have been issued by the
Commissioner of Transportation. Community Development Director Ericson has since met
with Clear Channel Outdoor this week. Clear Channel and Mr. Ericson are working to meet
with state staff on a legislative level to take a positive proactive approach to go forward with
the process of proper permits. In an approach to show the commitment of the City of Mounds
View and creativity to find methods to ease financial burden, following Governor Pawlenty’s
recommendation to find solution to this local governmental encumbrances, we cautiously
move forward.
