<br /> NOW, THEREFORE, BE IT FURTHER RESOLVED THAT, the City <br />Council of the City of Mounds View establishes the policy that all communication <br />between City staff and Department Directors shall be forwarded to the City <br />Council through the City Clerk-Administrator who is acting as the chief <br />administrative officer of the City.
