Item No:3 <br />Meeting Date:April 7, 2003 <br />Type of Business:WK <br />WK: Work Session; PH: Public Hearing; <br />CA: Consent Agenda; CB: Council Business <br /> <br />City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: Chief of Police, Mike Sommer <br />Item Title/Subject: Community Service Officer (CSO) <br />Date of Report: April 7, 2003 <br /> <br />Background: <br />On January 13, 2003 the Mounds View City Council approved resolution 5928 authorizing <br />the part time CSO to work full time hours and assume the duties of the Senior Clerk <br />Typist. This resolution also authorized the Senior Clerk Typist to work out of <br />classification by assuming the responsibilities of the Police Administrative Assistant. This <br />arrangement was done to meet the temporary administrative needs of the department <br />pending the new Chief of Police’s assessment and permanent recommendation. The <br />CSO position was left vacant. <br /> <br />Discussion: <br />I have observed the work performance of both the Police Administrative Assistant and the <br />Senior Clerk Typist since my appointment as Police Chief. I believe they are both <br />excellent employees, and assets to the department and the city and I feel their temporary <br />positions should be moved to permanent assignments in each case. At the <br />recommendation of the City Attorney and the Acting City Administrator, a meeting of the <br />Police Civil Service Commission was held on March 11, 2003 to discuss the positions of <br />Community Service Officer, Senior Clerk Typist, and Police Administrative Assistant. The <br />Police Civil Service Commission unanimously passed a motion to place the employees <br />currently performing the duties of Administrative Assistant and Senior Clerk Typist into <br />those positions permanently. This proposal will be placed on resolutions for the April 14th <br />Council Meeting. <br /> <br />The Police Civil Service Commission also passed a unanimous motion to authorize the <br />Chief of Police to seek council approval to advertise to fill the vacant Community Service <br />Officer Position. The position of Community Service Officer was discussed in light of the <br />budget situation on the March 17 Special City Council Meeting. At this meeting I <br />discussed a plan to reconfigure the pay scale of the Community Service Officer to a rate <br />of pay of $10.41 an hour at 3.5 hours per day. (This is consistent with the schedule and <br />pay scale of many other cities) The restructure of this position would result in personnel <br />savings of $12,000 in pay and benefits over the former Community Service Officer’s rate <br />of pay. The job description for the Community Service Office will be revised to reflect the <br />changes. <br /> <br />The duties formally conducted by the Community Service Officer such as investigating <br />and responding to animal complaints, running errands, and assisting officers with <br />transports, traffic control, and lockouts are currently not being performed or are being
