Item No: 16 Meeting Date: April 7, 2003 Type of Business: Worksession City of Mounds View Staff Report To: Honorable Mayor and City Council From: James Ericson, Acting City Administrator Item Title/Subject: Review Impacts of Resolution 5617 Introduction: At the last meeting, staff provided information to the City Council relating to a resolution that had been adopted in 2001 that created a mechanism by which employees would be appreciated and awarded for achieving certain level of years of service. The Resolution is attached for your reference. Discussion: Resolution 5617 was adopted by the Council to show its appreciation for City employees and volunteers for their dedicated and committed services. One of the clauses indicates that Mounds View will provide to employees “gift certificates in the amount of $5 per year of service at five-year increments” and also authorizes providing retiring employees with “plaques.” To my knowledge, no employee has received five-year service gift certificates since the resolution was adopted in October of 2001. While we have not yet completed the listing of all employees, dates of hires, and which would be eligible for a service award retroactive to 2001, reviewing the information reveals that 18 city employees would have been eligible for service awards from 2001 on. Altogether, the total number of “service years” is 225, for a total budgetary outlay of $1,125. It would be my recommendation that awards be funded by the appropriate department. The Council had recommended that employees choose among gift certificates for businesses located in Mounds View. Recommendation: Discuss Resolution 5617 and direct staff to either daft a resolution to authorize the expenditure of funds consistent with the requirements of Resolution 5617 or draft a resolution to rescind or amend the original resolution. _____________________________________ James Ericson Interim City Clerk/Administrator Attachment: 1.
