Subd. 2. Work without Permit: Should any person begin work of any kind such as <br />hereinafter set forth or for which a permit from the Municipality is required by <br />the Building Code 16 without having first secured the necessary permit from <br />the Municipality for so doing, that person shall be subject to a special <br />investigation and fees as established by the State Building Code. <br /> <br />Subd. 3. Building and Construction Valuation: Building valuation, for the purpose <br />of establishing building permit fees, shall be as adopted by the City Council <br />by resolution and may be amended from time to time. Valuation for <br />alterations, repairs or extensions shall be determined by the Building <br />Inspector based on Building Inspector's estimate of the materials cost and <br />the labor cost to put the construction in place. (Ord. 508, 4-27-92; 1993 <br />Code) <br /> <br /> <br />1006.03: EXPIRATION OF PERMITS; PERMIT EXTENSIONS: <br /> <br />Subd. 1. Commencement of Work; Lapses in Work: All permits issued shall expire <br />one hundred twenty (120) days after the date of issuance unless work set <br />forth in the application is in actual progress. Any permit issued where work <br />has been commenced but discontinued for one hundred twenty (120) days <br />shall be deemed to have lapsed. All fees paid under a lapsed permit shall <br />be forfeited to the City. <br /> <br />Subd. 2. Deadlines: The exterior of s Single- and two-family dwellings shall be <br />completed within one (1) year after the issuance of the building permit. The <br />exterior of a Accessory buildings or alterations or additions to existing single- <br />and two-family dwellings shall be completed within six (6) months after the <br />issuance of the building permit. The Building Inspector, at the time of <br />issuance of a permit for any other type of work, shall establish a reasonable <br />deadline for completion of such work. <br /> <br />Subd. 3. Extensions: Any person unable, because of hardship, to complete the <br />work for which the permit was issued within the time allotted under <br />subdivision 2 above shall make an application for extension to the City <br />Building Inspector. The decision of the Building Inspector may be appealed <br />to the City Council. (Ord. 508, 4-27-92) <br /> <br /> <br />1006.04: OCCUPANCY OF BUILDING: The exterior of any building shall be <br />completed prior to occupancy of that building.
