whose work is found to be improper or defective or so unsafe as to <br />jeopardize life or property, providing the person holding such license is given <br />twenty (20) days' notice and granted the opportunity to be heard before such <br />action is taken. If and when such notice is sent to the address of the <br />licensee as stated on the application and applicant fails or refuses to appear <br />or respond at the said hearing, the license will be automatically suspended <br />or revoked five (5) days after the date of hearing. <br /> <br /> b. Suspension: A suspension shall be not less than thirty (30) days nor <br />more than one (1) year, such period being determined by the Council. <br /> <br /> c. Second Offense: When any person holding a license as provided herein <br />has been convicted for the second time by a court of competent jurisdiction <br />for violation of any of the provisions of this Code, the Council shall revoke <br />the license of the person so convicted. Such person may not make <br />application for a new license for a period of one (1) year. (1988 Code <br />§60.03) <br /> <br />1006.05: STOP WORK ORDERS: Whenever any building work is being done <br />contrary to the provisions of the Building Code 20, the Building Inspector may order <br />the work stopped by notice, in writing, served on any persons engaged in doing or <br />causing such work to be done, and any such persons shall forthwith stop such work <br />until authorized by the Building Inspector to proceed with the work. (Ord. 508, <br />4-27-92) (Reserved.) <br /> <br />1006.06: DEVELOPMENT CONTROLS: <br /> <br />Subd. 1. Purpose: It is the intent and purpose of this Section to provide for orderly <br />development of land to safeguard life, health, safety, property and public <br />welfare by regulating and controlling all development within the City. This <br />Section shall be in addition to the requirements of any other provisions of the <br />Municipal Code regulating such development. <br /> <br />Subd. 2. Application of Development Controls: All new construction and <br />expansions of existing construction shall be reviewed by the Planning and <br />Zoning Commission and approved by the City Council as conforming to this <br />Section, except as follows: (Ord. 692, 3-25-02) <br /> <br /> a.
