New language proposed in Chapter 1002 includes new section 1002.07 regarding the <br />“Possession of Ignition Devices” and section 1002.08 regarding “Residential Alarm <br />Verification.” <br /> <br />Section 1002.07 indicates that minors shall not possess ignition devices. Juvenile fire <br />setters have been a leading cause of fire within the Fire Department service area. When <br />Blaine adopted this ordinance, we saw a dramatic decrease in juvenile firesetter activity. <br />Since the legalization of fireworks in the State of MN there has been an increase in activity <br />with juvenile firesetters, including an incident in Mounds View in early April involving juveniles <br />and fireworks. This ordinance is not intended to charge children with criminal offenses, but <br />to have a legal means of requiring them to attend life saving education through the Juvenile <br />Firesetter Intervention Education conducted every month by the Juvenile Firesetter Task <br />force at the Lino Lakes Juvenile Detention Center. <br /> <br />Section 1002.08 is designed to reduce false alarm responses for both Fire and Police <br />Department. There have been several of these false residential calls, involving both police <br />and fire personnel. <br /> <br /> <br />Recommendation: <br /> <br />If the Council should have any questions about the proposed changes, please contact Kathi <br />Osmonson directly at 763-717-4024 or at 763-286-6268.
