Item No. 9 <br />Type of Business: WK <br />WK: Work Session; PH: Public Hearing; <br />CA: Consent Agenda; CB: Council Business City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: Greg Lee, Director of Public Works <br /> <br />Item Title/Subject: Recyclable Material Collection <br />Contractual Service <br /> <br />Meeting Date: May 5, 2003 <br /> <br /> <br />Background <br />There are two options a city has when setting up a collection system for <br />recyclable materials: <br />• Require that the company that provides garbage hauling to a particular <br />property to also provide collection of recyclable materials <br />• Create a City operated contractual service <br /> <br />All seventeen (17) cities in Ramsey County except Mounds View and St. <br />Anthony, a third of which is in Ramsey County, have organized collection for <br />recycling. <br /> <br />Nine cities have contracts that include all households: St. Paul, <br />Shoreview, Maplewood, White Bear Township, Falcon Heights, Lauderdale, <br />North Oaks, Gem Lake, and Roseville. <br /> <br />Vadnais Heights includes all households up to 8-plex; the larger buildings <br />are all served by the private haulers chosen by the building management. <br /> <br />Four cities only include up to 4-plexes in their contracts: Arden Hills, <br />New Brighton, White Bear Lake, and North St. Paul. <br /> <br />Little Canada includes only single-family and duplexes in their contract. <br /> <br /> Discussion: <br />As per the conditions of the SCORE Grant, Staff must submit recycling tonnage <br />reports, on a bi-annual basis, to Ramsey County, Environmental Division. These <br />reports summarize what materials are being recycled and the quantities of each. <br />Obtaining recycling reports from the haulers can be laborious and often, haulers <br />have different definitions of each recyclable and calculations of tonnages can be <br />misreported, therefore the reports may be inaccurate. <br /> <br />Also as part of the SCORE Grant agreement, the City must ensure that multi-
