• Greater leverage to assure quality customer service; contracts can be very <br />specific about service standards and include liquidated damages for <br />failure to meet them (such as missed stops, inadequate reporting, littering, <br />excessive complaints, etc.) <br />• Opens potential for revenue sharing from sale of recyclables <br />• Control over pricing of service to residents <br />• Can make it easier to change program <br /> <br />You asked whether having a contract for recycling service would put the City <br />into compliance with the requirements in the SCORE agreement to assure <br />recycling services are provided to all residents. Just having the contract <br />does not mean the City is in compliance. However, having a contract makes <br />it much easier to demonstrate compliance with this requirement. You would <br />likely have one vendor, which makes monitoring performance much easier than <br />monitoring several haulers. You would likely have an easier time enforcing <br />a contract administratively than enforcing an ordinance or permit violation. <br /> <br />A contract that covers all households would be more likely to move the City <br />into an easier position to assure compliance than if the contract only <br />covered part of the households, say, only single-family homes. If <br />multi-unit housing wasn't covered under a contract, the City would still <br />have the challenge of assuring the haulers are providing the service. I <br />encourage you to consider that extra administrative work in considering the <br />scope of a contract option.” <br /> <br />As stated by Dan Donkers, Ramsey County, by providing recycling to ALL <br />Mounds View residents/owners (single family and multi-dwelling, the City will <br />fulfill the SCORE Grant requirement and be in compliance. <br /> <br />Staff is inquiring as to whether the City Council has an interest in creating a <br />citywide contract for recycling services. If so, staff will work with Ramsey County <br />and their consulting firm, R.W. Beck, Inc., to develop a proposal and a draft <br />contract. This would be presented to the City Council at as later date for <br />consideration. <br /> <br /> Recommendation: <br />Staff is looking for direction from the City Council pertaining to this matter. <br />Specifically, Staff is inquiring if the City Council is interested in creating a citywide <br />contract for recycling services. <br /> <br />Respectfully Submitted, <br /> <br /> <br />Greg Lee, Director of Public Works <br />
